Something just dawned on me. In addition to what you said Mark Hamilton is the term Government and its meaning, which is “Authority”. Its all about Service, not Authority. So at some point when the Prime Law is being put in place is take away the term Government or else it will have some kind of Psychological Effect ( Subconscious) about Authority.
